Reading Shifts in Fertility Rates Across the World

Global fertility rates have undergone dramatic transformations since the middle of the last century and continue to do so today. The global average total fertility rate (TFR) stood at 4.85 births per woman in 1950, reached its historical peak at 5.31 in 1963, and then began a continuous downward trajectory, falling to 2.25 births per woman in 2023. A closer look at these figures reveals clear continental disparities. Africa has maintained relatively high fertility levels despite a decline from 6.52 in 1950 to 4.07 in 2023, while Europe fell below replacement level - defined as 2.1 - from the 1970s onward, recording 1.40 in 2023. Asia followed a similar path, declining from 5.69 to 1.88 over the same period.

Understanding these trajectories relies on the Demographic Transition Model (DTM), which divides population change into five principal stages. The first stage is characterized by high birth and death rates, followed by the second stage, in which a population explosion occurs as mortality declines while birth rates remain high. The third stage, which more than 70 percent of the world’s population is experiencing today, constitutes the turning point at which birth rates begin to decline markedly, and population growth starts to slow. This is followed by the fourth stage, in which growth stabilizes at low levels, and finally the fifth stage, which is marked by natural population decline as fertility remains below replacement level for prolonged periods. These trajectories serve as an analytical framework for understanding changes in fertility rates in relation to their historical contexts and, consequently, for anticipating the future of demographic transformations worldwide.

An analytical reading of fertility rates within their historical context reveals the extent to which global events have shaped population growth. It can be inferred that the world remained in the first stage of the demographic transition model before the onset of industrial development. With technological advancement, the world entered the second stage as a result of ongoing improvements in health technologies. This rise in fertility, however, did not proceed uninterrupted. The two World Wars slightly slowed its pace, although it returned thereafter to its previous course. In the aftermath of the Second World War, countries such as the United States, Australia, and Sweden experienced a substantial “baby boom” as a result of military stability and economic growth. In North America, the rate reached 3.76 between 1958 and 1959, while in Sweden it peaked in the 1940s at nearly 20 births per 1,000 inhabitants.

By contrast, economic crises such as the Great Depression of the 1930s led to a sharp decline in birth rates in Western countries, a trend that may be attributed to fears of poverty and famine. The third stage, meanwhile, is associated with the period following the collapse of communism at the end of the twentieth century, which witnessed declining fertility rates in Eastern Europe, followed by the global financial crisis of 2008, which brought about a new wave of decline in Southern Europe. The principal drivers of these transformations include rapid urbanization and rising levels of educational participation, which in turn altered the economic value of children, from labor or agricultural “assets” to dependents of salaried or professional parents.

More recently, the COVID-19 pandemic produced a subtle yet notable disruption in fertility rates. Many had expected either a new baby boom or a rapid slide from the fourth stage into a phase of population contraction. Instead, the world witnessed a slight decline in birth rates across many regions, alongside a noticeable increase in some countries of sub-Saharan Africa. In the post-pandemic period, some advanced countries entered the fifth stage, characterized by natural population decline resulting from fertility remaining below replacement level for extended periods. This decline should not be regarded as a purely natural downturn or a form of demographic inevitability; rather, it reflects rising costs and household strategies centered on investing in a single child. The increase in living costs worldwide, driven by multiple economic disruptions, has led many parents to adopt strategies aimed at limiting the number of children and concentrating their efforts on raising one child.

These figures open the door to broader interpretations regarding the future of human societies. Projections suggest that the world’s population will reach its peak at 10.4 billion people in the 2080s, before entering a phase of contraction. Fertility today is no longer merely a biological act; it has become a site of “reproductive governance,” through which states attempt to direct the course of development. While countries such as China seek to reverse earlier anti-natalist policies in response to population ageing, the problem of stratified fertility also emerges, as the reproduction of certain groups is supported through assisted reproductive technologies, while others remain marginalized. In this context, the significance of the Fertility, Faith, and Family project lies in its effort to analyze how cultural values intersect with these seemingly rigid numbers, to understand how contemporary families negotiate reproductive decisions amid pressures of economic “uncertainty” and climate change, both of which increasingly threaten the future of coming generations.
